As part of our commitment to keeping quality education affordable, Blackhawk Technical College’s tuition and fees are among the lowest in the state. After your acceptance into the College, we expect you to meet with our Financial Aid Office to discuss the costs of attending. Below are details and policies regarding tuition, fees, and alternative ways to cover your college costs.
All programs are subject to a uniform fee per credit established by the Wisconsin Technical College System Board and state legislature. The rate is subject to change. Certain courses and programs are exempt from program fees.
Activity Fee: $10.47/credit
Transportation Fee: $20 per semester
Technology Fee: $15 per semester
This fee, which is charged each semester, is necessary to ensure that we can continue to provide you with the latest technological resources and support to enhance your learning experience.
Program-Specific Fees: Varies
Some programs have supplemental expenses (i.e. tools and uniforms, special exams) or fees to cover background checks. All courses are subject to a material fee per credit established by the state. These fees vary by both the program you are in and the different costs of material used in each course. Certain unique courses and programs are exempt from material fees. Find your program to view program-specific fees.
Paying Out-of-Pocket
Registration and Records accepts credit/debit information over the phone or in person. Checks are accepted in person as well.
Payment Plus
Payment plans help you afford education with regular payments. A $20 non-refundable fee applies for each plan. Due dates vary and can be set for automatic withdrawal.
Financial Aid
Financial aid will first cover tuition and fees. Any excess can be used for books and supplies from the bookstore starting five business days before the semester begins until the tenth business day.

Blackhawk will work with agencies that intend to pay your expenses. The sponsoring agency must submit a written agreement to Registration and Records indicating which expenses will be paid on your behalf. After enrolling, Blackhawk will bill the sponsoring agency for your approved expenses. Blackhawk processes refunds according to the Wisconsin Technical College System Refund Policy for program, material and activity fees.
You must formally request refunds by notifying Registration and Records of your intent to drop a class(es) or completely withdraw from all classes.
Requests for refunds must be received during the same term of enrollment. In the event of extenuating circumstances, you should meet with the Registrar and be prepared to provide documentation/evidence supporting your request.
Please be aware that these requests are time-sensitive, and delays may impact the refund amount you qualify for.
It is your responsibility to attend classes on a regular basis. If you fail to attend any portion of the scheduled first two weeks of full-semester classes (or first week of accelerated/eight-week classes), your instructor will initiate the process to drop you from the class due to non-attendance. In the event that you are dropped due to non-attendance, you will receive an 80% refund.
If you are dropped due to non-attendance, you are not allowed to attend the class until you: 1) re-register for the class and 2) pay all appropriate fees.
Please note: a non-attendance drop may impact your financial aid.
If you drop one class and add another during the first week of the semester, you will receive 100% credit for the tuition and fees paid (provided this amount is applied toward the added class). If the fees for the class dropped exceed the fees for the class added, refunds will be made according to the guidelines listed below:
All student refunds are made in compliance with the Wisconsin Technical College System refund policy. Students who dispute refund decisions or feel they have extenuating circumstances for an exception may appeal in writing by submitting a completed Tuition Refund and/or Retroactive Withdrawal Appeal Form. Completed forms may be submitted to Registration and Records. Exceptions are reviewed and processed at the end of each month.
Form 1098-T
The Tuition Statement (Form 1098-T) is issued for each student enrolled and for whom a reportable transaction is made. For example, view the Sample 1098-T (PDF).
A hard copy will be post-marked and mailed by January 31. Also, electronic copies will be available to eligible students by January 31 in MyBTC on the My Finances card.

It’s possible that a hard copy may have been mailed to your prior address. If you have not received your hard copy at either your prior or newly-updated address by February 18, and you are unable to access your 1098-T via the MyBTC portal, please send an email to accounting@blackhawk.edu to request a new copy.
Prior year 1098-T forms are available to students in MyBTC through the My Finances card.

Educational agreements allow students from collaborating colleges to attend approved programs at participating schools without having to worry about residency issues and out-of-district fees. Do you live in either Stephenson or Winnebago County in Illinois and want to attend Blackhawk? If so, you may be eligible to take advantage of an educational agreement. If an educational agreement does not apply to you, you may request a non-resident tuition waiver if you feel that you are unable to pay the out-of-state rate. Complete this form and submit it for review to see if you qualify.
